DIRECTIVE FOR ACCEPTANCE OF FOREIGN STUDENTS

 

PART ONE

Goal, Scope, Basis, Definitions

Objective

ARTICLE 1 - The purpose of this directive is to establish procedures and guidelines for foreign student admission in associate and undergraduate programs at Namık Kemal University in Tekirdag.

Coverage

ARTICLE 2 - This directive includes provisions that apply to applicants seeking associate and bachelor's degrees at Tekirdağ Namık Kemal University and to applicants for admission from abroad.

Basis

ARTICLE 3 - This directive is based on Senior Education Act 2547, Namik Kemal University Education and Examination Regulation, and the Directions and regulations of the Board of Higher Education concerning foreign students.

Definitions

ARTICLE 4 – The terms in this Directive;

  1. Unit: All faculty, conservatories, junior high schools and vocational colleges of the Namik Kemal University of Tekirdag
  2. T.R.N.C.: The Turkish Republic of Northern Cyprus.
  3. University: Namik Kemal University of Tekirdag
  4. Senate: Namik Kemal University of Tekirdag
  5. Board of Directors: Tekirdag Namik Kemal University Board
  6. Rector: Tekirdag Namik Kemal University.
  7. Centre: Directorate of the Application and Research of Foreign Relations Center
  8. Coordinator: International Student Coordinator
  9. TÖMER: Turkish Language Practice and Research Center

PART TWO

Foreign Student Admission Guidelines

            Quota

ARTICLE 5-1 (1) Proposals for the general license and bachelor's programs to be considered foreign students and the distribution of the quota by country of the University are determined by the Central Board of Directors and submitted to the Senate for approval.

  1. In the event that no applicant is granted to countries and programs, or that the quota does not expire, and does not have an application, may be added by a senate decision to the other program and/or country quota.
  1. Additional placement of vacancies is regulated by the Central Board of Directors for non-referral applicants and/or non-registration of settling candidates.
  2. Quotes for blue card candidates cannot exceed 10 percent of Unit openings.

Clause 6 - (1) Applicants

  1. Provided they are in the senior year of high school or graduate school;
  1. The foreign nationals,
  2. Those who were granted permission to be Turkish citizens by birth and those who obtained permission to leave the Ministry of Interior to remove Turkish citizenship and documented that they have Documentation on the Use of Recognized Rights acquired under the Turkish Citizenship Law (5901) " section 7 of the Turkish Citizenship Act (5901) "Turkish citizen (1) is a child who was born in Turkey or abroad with a parent or both parents who are Turkish citizens”, and may be eligible to review the Turkish Citizenship Act.

      3. Nationality acquired by foreign nationals and transitions to citizenship of Turkish Republic/ dual nationals in this case

  1. a) Students with international secondary education (high school) in Turkish Republic prior to 01/02/2013 and those completing the last three years of secondary education (high school) in a foreign country except T.R.N.C. may apply for student admission from abroad (including those who complete all secondary education (high school) at Turkish schools opened under the umbrella of Ministry of Education in a foreign country other than T.R.N.C.).
  1. Candidates starting secondary education abroad after 01/02/2013 can apply for admission from abroad to secondary school (including those who complete all secondary education (secondary education) in a foreign country except T.R.N.C., and Turkish schools that have been opened under the name MEB in a foreign country outside T.R.N.C.), but all students of secondary education can apply

 

  1. People with GCE AL exam results, which are T.R.N.C. nationals and completed secondary education (high school) in T.R.N.C., and enrolled and educated in colleges and high schools in other countries between 2005 and 2010, applications are accepted for those who have or will have GCE AL test results.

b) From Candidates;

  1. Who are Turkish Republic national, and completed all of his secondary education in Turkey, or T.R.N.C.
  1. Those who are T.R.N.C. nationals (except those who finish all secondary education (in high school) and have GCE AL results in T.R.N.C. high schools and will enroll and study in colleges and high schools in other countries from 2005 to 2010, they will have or will receive GCE AL test results),
  2. With the birth described in section 2 of section a, the first nationality of the dual nationals (except for those who provided the conditions in section 4 of section a) was the nationality of the double nationals (T.R.N.C.) who had been a T.R.N.C

Those who finish in T.R.N.C. high schools and have GCE AL (except for those who enroll and train in colleges and high schools in other countries from 2005 to 2010, who will have or will not have GCE AL exam results),

5) Applicants for dual nationals with Turkish Republic nationals who have attended schools within embassies in Turkey and foreign high schools in Turkey, or whose first nationality was Turkish Nationals, as defined in section 2 of section a, are unacceptable.

Application Calendar, Preference, and Placement

ARTICLE 7 - (1) The application, preference, placement and registration calendar is determined by the Central Board and submitted to the Senate for approval.

  1. Any additional placement of vacant openings will be administered by the Central Board of Directors in the event of deposit and registration of dates specified on the application calendar, and in the event that the openings are not completed.
  2. Senate-designated, state-declared openings are considered students with an average of secondary education, whose procedures and fundamentals are again established by the University Senate. The average grade of secondary education is achieved by dividing the average of the average of each class in the transcript by the duration of the secondary education. It is converted to an average reference system to a 100 note system.
  3. Candidates who were previously cut off from our higher education institutions for disciplinary reasons cannot apply. In case they apply or they are placed or registered their rights will be invalidated. Graduates, undergraduates, and diplomas are canceled.
  4. The assessment of applications for our university's facilities and the placement of candidates is entirely within the authority of our University. Our university is free to fill in vacancies. Ensuring application conditions does not require acceptance for placement.
  5. Candidates can choose a maximum of 3 (3) candidates, with which they have the right to apply from designated places according to the Senate ruling, and which their ranking is also mentioned.
  6. Candidates who have placed in any program will not be able to apply for additional placement in the next process even if they have not registered.

Authorization

ARTICLE 8- (1) The "International Student Coordinator" of the Center has been established to help foreign students who choose our university, create introductory documents and catalogs for our Country and University, attend foreign education fairs, and assist students applying or arriving.

(2) The Turkish placement test is planned and conducted by TÖMER for international students enrolled in our university's undergraduate and associate programs. It designs Turkish language education process for those with inadequate Turkish language.

Evaluation and placement

ARTICLE 9-

  1. The evaluation, acceptance, and placement of candidates for student acceptance from abroad of Tekirdag Namik Kemal University is done by the Central Board of Directors.
  2. Applicants for candidates with no application conditions are subject to evaluation.

Average diploma grades of candidates applying for the university's declared vacancies are converted to the 100 (1000) system, based on the MID-secondary grade averages of the countries designated for that post. This way it takes into account the calculated points, preferences and announced openings, and performs the evaluation and placement process by sorting from highest to lowest. It is preferable to have a minor in equity and a recent graduate in secondary school.

  1. Even if a candidate who is assigned to a program and has not registered, no additional replacements that will be made for those candidates in the future process.
  2. The evaluation and placement of applicants for programs that have received a special test of skill is conducted in accordance with the guidelines and procedures of those programs themselves.
  3. Applicants for candidates found to be missing application requirements during registration or for other checks are not considered.

Fee and financial security

ARTICLE 10 - (1) The student contribution or tuition fee for Foreign Student Admission is determined by identifying them by the University Board in accordance with Presidential decrees.

(2) In order to ensure that the financial resources of students from abroad will allow them to continue their higher education in our country, a candidate can be asked to prove it by specifying the conditions and the principles and/or the amount of material guarantees which are determined by our University.

Description of results

Article 11 - (1) The placement results are announced at the end of the working hour, at the latest date specified in the application calendar, on the International Student Coordination website (uok.nku.edu.tr).

Registration

Article 12- (1)Applicants who qualify for enrollment in the assessment will make sure to register to the university according to the basis and procedures in the to-do text, the registration dates, and the relevant legislation.

(2) students under the age of 18 can register with parents or legal guardian.

Language for education and training

ARTICLE 13 - (1)The language of instruction and teaching in a university is Turkish. Students who have a class of compulsory foreign language preparation or who have acquired the right to enroll in programs using a foreign language in their education are provided with the program's level of foreign language knowledge, competency, and placement test.

Turkish competency level

Article 14 - (1) The start of education for students enrolled in English language programs is determined by their results in a Turkish placement test organized by the Turkish Language Learning and Application Research Center (TÖMER) at Namık Kemal University in Tekirdag after enrollment. However, candidates with Turkish-language Qualification Papers organized by the Yunus Emre Institute and other tertiary institutions are eligible to study in Turkish, and may do so without taking the Turkish placement exam.

  1. The Turkish placement exam will be conducted at the C1 level according to the criteria of the European Union Language Portfolio (European Language Portfolio) and will be based on the equivalency matrix prepared by the Center for the Study and Practice of Language Education (TÖMER) at Namık Kemal University in Tekirdag.

Their Turkish is not enough. They will be trained in Turkish preparation. They will be obliged to learn Turkish until the end of the year, after which they will be allowed to continue with the higher education institution where they have been enrolled after proving that they have learned Turkish.

61-65

Pre-int-1

B1

Their Turkish can be improved. They are responsible for raising the Turkish level, although they may begin to study in higher education.

 

66-80

Int-2

B2

Their Turkish can be improved. They may begin their studies in higher education, but they are held responsible for raising the level of Turkish.

81-100

Advanced

(High)

C1

Their Turkish is sufficient. They can start their studies in higher education right away.

 

  1. Students who fail to raise their Turkish level to B1 or above within 2 years of enrolling will no longer have a relationship.
  2. Students who begin an education-training course, at B1 and B2 levels, should raise the level of Turkish to C1 before graduating

CHAPTER THREE

Miscellaneous and Final Terms

General terms

ARTICLE 15 - (1) Applications of candidates who make false statements or who are found to mislead the administration with any action or transaction will be rejected. If the registrations of these candidates have been made, they will be cancelled.

States without convictions

ARTICLE 16 - (1) Although covered by this directive, the University Senate may make due process to the relevant Law, Regulation, General Assembly Decisions on Higher Education, Principal and Procedure for Foreign Student Admission, without contradicting the Directive provisions. In addition, the University Senate can make arrangements for implementation.

Retired instruction

ARTICLE 17 - (1) The "Directive on Admission of Students from Abroad to Namik Kemal University", passed by the Senate Resolution 19/04/2019, has been repealed.

Effective

ARTICLE 18 - (1) This Directive is adopted by the Senate of Namık Kemal University of Tekirdag.

Execution

ARTICLE 19 - (1) The rector of Namık Kemal University of Tekirdag governs this directive.
